Senior Consultant

Brian E. Pecon

Brian is a Senior Consultant within the West Tennessee Region of Russell Montgomery & Associates/ OI Partners, Inc. (RMA). He is primarily involved in client development activities allowing him to introduce RMA's Talent Management and Leadership Solutions Practice to his many business contacts within the Memphis area.

Brian has performed in senior management positions in both the private and public sectors over the last forty years. Most recently he has worked with A2H a Memphis based civil engineering and land architectural firm as the Director of Business Development.

Brian enjoyed almost twenty years of airline operations management with both American Airlines and Federal Express being responsible for organizing, staffing and managing departments of less than ten to a division in excess of five hundred and fifty with annual budgets over $200 million. He negotiated the first Federal Express licensing agreement to inaugurate international operations in Canada and offshore European and Far East regions, purchasing the initial company that served as the foundation to inaugurate overseas operations.

During his FedEx employment he served as the primary company interface with the U.S. Federal Government during a national catastrophe PATCO strike contingency planning effort involving the Dept. of Transportation and hundreds of primary carriers and support businesses.

As Director of the Office of Memphis and Shelby County Economic Development for ten years, Brian coordinated and developed major growth in Shelby County urban and suburban economic development programs, resulting in over seventy-seven thousand net new jobs and over $9.1 billion in new capital investment during a nine year period. He co-chaired the Memphis 2005 Strategic Economic Plan by promoting critical teamwork efforts within key community organizations (Memphis Regional Chamber, State of Tennessee, MLGW, educational units, minority groups, University of Memphis, etc.) to obtain these significant results.

Brian has developed both marketing and financial business plans for new and mature corporations (large and small). Scope of financial business plans has been diversified from less than $1 million to over $300 million in annual revenues. Results have been used for raising private investment capital to involvement with initial public offering memorandums. Marketing plans have also been both detailed and broad based depending on service or product issues.

He earned both an Associate in Science and Bachelor of Science degrees in Aeronautical Technology at Boston University and a Master of Business Administration in production management from the University of Rochester (NY) after being discharged from the USAF as a Captain with a Pilot rating while serving in the Strategic Air Command. He also holds both an FAA Commercial Pilots license with an instrument rating and an A & P maintenance license.

He continues to be actively involved in numerous County, Germantown and church diocesan activities.
